Big 12 uses this leverage to redo the Tier 1 and 2 television contracts that pay more for the 10 schools and increases the contract for another 10 years (so like until 2035?).  In that contract Fox and ESPN agree to increase $$ for schools that add market value only.  The new contract now increases $ per year, per school...furthering its earnings gap from the PAC 12 conference.  Once that contract has been completed, the Big 12 sends out an invite to UoA and ASU and expands to 12 teams.  Tier 3 increase potential alone makes it palatable for the Arizona schools to make the jump.

Sports Business Daily's John Ourand and Michael Smith report that ESPN and FOX have concerns about the Big 12's plans for expansion.

Per Ourand and Smith, "ESPN and Fox Sports believe that expansion with schools from outside the power five conferences will water down the Big 12 and make it less valuable, not more." Should the conference add two teams, ESPN and FOX Sports would be forced to pay an additional $40 in rights fees. That doubles if the conference adds four teams. "Both networks, according to sources, are digging their heels in against paying those kinds of increases based on expansion with schools outside the power five," write the Sports Business Daily pair. CBS Sports' Dennis Dodd reported late last week that the Big 12 would like to complete the expansion process by the start of the 2016 campaign, so we might hear more of this divide in the coming days.

Though not a P5, you conveniently avoid discussing what happened with the Big East.

The only Big East school that should feel even a little bit left out of everything is UConn, and they didn't have D1 football until 2002.

They're absolutely right about the rights fees bubble bursting, it already has and it has nothing, or very little, to do with chord cutting and a la carte. The only potential flaw in that mindset is that these networks still need programming and they still bid against each other. The problem will be more with conference networks and tier three deals than tier one and two rights.

Makes sense.  Threaten four and enact the pro rata clause, or do two with their preferred option of BYU and force them to restructure deal for more money and potentially extend the GOR.

At this point the only acceptable realistic option I'll support (other than adding no one):

Add Houston now if, and only if, it solves some in state TX political problems about UT satellite campus(es) in Houston. This would at least ensure that UT is happy. And that is incredibly vital to our future status as a P5 member. Leave the rest of these unnecessary losers out. Bet on the Big 12 being able to poach PAC 12 members in the long term due to advantages of Tier 3 $$$.
