Expired vaccines equate to deaths due to negligence. There should be a heavy fine for that.

I don't know enough about NY's rollout to answer that but I doubt the fault would lie with hospitals alone. Could be inadequate staffing due to lack of funding, inadequate outreach to the public, unclear guidelines, people refusing the vaccine, etc. There's also the already mentioned fact that people will get fined for jumping the line which complicates things. There are a ton of problems that could contribute and they all add up.
I'll take this one, it's easy. It's the state's fault. That idiot is only allowing hospitals to distribute the vaccine, well guess the eff what? Those hospitals are slightly busy, with you know fighting covid. We have it correct here. The only people who are getting vaccines at hospitals are front line medical personnel. Everyone else in phase 1, emergency responders, LTC workers, essential workers, elderly, are getting them the same damn places you get other vaccines and that's at pharmacies and county health departments. I'm assuming the hospitals are getting the Pfizer and the health departments and pharmacies are getting the moderna. As the phases get broader, so will distribution, bringing in clinics next.
If he doesn't want the vaccine to go bad, he can deploy the national guard to help the hospitals, they do have medics and doctors. He's threatening these hospitals but he hasn't publicly asked for military deployments. Bring the USN Comfort back, there are a million things he can do outside of threatening people who would love nothing more than to get everyone vaccinated so they can go the eff home to their loved ones and stop seeing their colleagues die.
