Color me stunned that 6 figured salary state, county and large city health officials are messing this up.

Still hundreds of millions (well, actually many billions) in an unspent CARES Act funds at the state and local level, and yet shockingly (not really) state-county-local health care officials weren't prepared and are (as expected) complaining about a lack of resources.   With months to prepare.

The restrictions a confusing mixture of county positivity and case rates and regional ICU capacity. And then regions and counties can go more strict than the state requirements.

So I don't think the state mandates county-level outdoor dining bans, it's triggered when a region's ICU capacity falls under a certain threshold. In the case of most Bay area counties, they shut down outdoor dining ahead of the regional ICU threshold because they knew it was coming (and it did).
