Definitely helps! Exposes the employee to employers who can further sponsor them for a green card…an audition. Once they have a green card they can put in the 5 years to get citizenship.

You can't get a green card while working in the US on an H1?

You can, but you have to apply for the green card separately. Showing employment qualifications demonstrated through holding an h1b and being fully employed in the US already greatly helps a green card application

just for some historical context: that proclamation was added the same year (1954) that the Army-McCarthy hearings were held, and "under God" was added to the pledge of allegiance
