To be eligible to buy all the (not) banned military hardware, police departments must adopt:
"robust and specific written policies and protocols"
It was also "suggested" that local police departments work with the DOJ to come up with policies on how to use military grade hardware.
If agencies were found to have mis-used military equipment . . . they had to wait a whole two months before they could buy more.
Slightly restricted items:
Wheeled Armored Tactical vehicles, all types of aircraft, Mobile Command and Control Units, Riot Gear.
Automatic weapons-fine, tactical uniforms-fine, giant antenna laden SUV's-fine, body armor-fine etc. etc. etc.
