Why shouldn't we arm the locals?

It's their country.   They out number the Taliban 475:1.  Seems like they should be able to handle that pretty easily if the issue is simply China and Russia hooking them up with cool guns and crap.

Because China doesn't have to worry about potentially fighting a war against their own arms or having their arms used against another country or group of people. Russia probably should have thought about it, but took the probably accurate calculated risk that the arms they provided the Taliban won't be used against them.

Under these circumstances, Afghanistan is a no win situation for us unless everyone gets comfortable with a plan to kill off 80k ppl. Even then, doing so will just create either another 80k militants or give inspiration to other groups to fight against us.
