Simply can't leave a "never happened before" event to 1000s of organizations to coordinate. Recipe for disaster as we have seen in every phase of this event since March.

Color me stunned that 6 figured salary state, county and large city health officials are messing this up.

Still hundreds of millions (well, actually many billions) in an unspent CARES Act funds at the state and local level, and yet shockingly (not really) state-county-local health care officials weren't prepared and are (as expected) complaining about a lack of resources. With months to prepare.
