I don't think I care enough to dig up each source and find out though.

They are only providing the API that exposes the bluetooth proximity hit and the randomized IDs at the handset system level. The states will have to make/contract for their own user facing app that picks up that info and sends it externally for proximity matching and other data aggregation.But no, Google or Apple are not making the app or (supposedly) dealing or working with this tracing data directly.
