I mean, I think people in rural areas can catch covid too, but the point of the shelter orders is to limit unique interactions among people, right?  A lot fewer of those in rural areas.

afaik, almost all non-contact transmission that has occurred has been indoors (except for the massive transmission event at an italian soccer game).  of course there's some (probably substantial) bias in what cases can be traced to an event and what cases can't.

most of the informed opinion i've seen appears to think that retail shopping is pretty low risk.

at least given our current behavioral adaptations.  if everyone goes back to licking their fingers to separate dollar bills and then handing them to cashiers and whatnot, that may not apply.
