I was listening to this thing the other day about how authoritarians use a couple of strategies for lying:
1. Lie so much that it is not possible for anyone to come up with the energy to refute your lying.
2. Tell lies that people know are lies just to prove to people that you have total power to get away with lying.

Probably, but I saw a story that he's been watching the video of him getting shot over and over and his staff believes he is dealing with untreated ptsd and that's why he's been so erratic lately.
