Anecdotally . . . Fed bro was telling me about all the #blueanon's at work raging out because the gazzillions of scientific journals they subscribed to got cancelled, only to have a survey come out a few days later asking what scientific journals the #blueanon ragers wanted the government to re-subscribe to and that would be reviewed. They were used to a world where they could just pull out the gov purchasing card and order whatever they wanted and it was just rubber stamp approved.
I am sure it was probably just like tens of thousands of email accounts that were never opened or used, many of those journals likely never got looked at, at all.
