well my opinion has been the same throughout, the city is in over their heads and this project should be managed by qualified individuals. so yeah, this mess falls on city hall.
I agree. Phil Klein has no idea what he's doing it appears.
he doesn't know what he's doing and shouldn't have been promoted into the role in the first place. we covered this a few hundred pages ago and agreed that it was a good ol' boys club appointment.
he didn't give himself the job though, the list of people who share blame in this is longer than the monday am precheck lines for sure.
the city needs to pay an outside management firm to get them through this process and the contract should be filled with cost and time avoidance incentives towards that firm. not only will the project shift forward, the city will then have someone to blame for any future slowdowns or overruns.
but they think they can do it all and are going to go down with the ship
