Tell them to fix the entire inspection, transfer all warranties to you upon closing, provide an overall home warranty, then buy it(if you actually like it still).
Also, foundation and roof repair can be very mixed. I mean, you can get ppl that do both for a living to provide a quote that is dirt cheap(relatively) that doesn't do much more than bandaid this sitch. Just make sure you drive this quote process and not the current owners. Then, expect push back.
They don't have a bunch of leverage, even in a great market. Now that an inspector has found all that stuff, if the owners don't sell to you, they legally have to revise their disclosure to include all that stuff which they will understand will steer away other legitimately interested ppl quite a bit.
Tell them to fix it all. If they want to negotiate, give in on the paint, GFI and stuff like that. I mean a few hundred bucks and a couple weekends take care of that with your own time and labor, easy.
