In my experience being at a place where billable is the thing, PTO, unlimited or set at a cap like we are has been a lollers benefit no matter which way you take it.
What's the point of being given time off if you are always too busy so it's hard to even take it, if you do take it you are constantly being pinged for crap while trying to throw you phone into the nearest body of water out of frustration for being pinged, and also if you do take it the amount of extra work you worked over the *pick a time frame* means you aren't coming close to ever being rested or ready to do anything, you're in a hole you can't even come out of.
PTO is the biggest sham in the modern workplace it's not even close. And it is probably the one thing that gets me more up in arms about work than anything else.
