I'd be pretty surprised if he came here as a DC without a HCIW tag guaranteed. And I would imagine Currie already has a decent feel for his options as the next HC. If he doesn't, then he sucks. Name one realistic option that is better than Leavitt.
It depends on who else wants him. Mike Leach interviewing at LSU and you know he's not being anointed 'HCIW'. However, (and we just suffered through this with Chuggins and the wiefdom) if Leach goes to LSU and does well then he's going to be getting HC offers elsewhere, maybe even within a year of being there. He knows this, LSU knows this and they'd be stupid not to rent his services for 1-3 max years they can get it.
The point is, Leavitt would be stupid to accept a HCIW tag for at least two obvious reasons.
1) As mentioned with Mike Leach, Leavitt needs to get back into coaching to prove that he's not a f*cking looney bin. Once he's done his time in college football purgatory (KSU DC job) other teams are green-lighted to get him as he is no longer considered controversial and will bring less heat to the program by fans and pundits. Let's call this the Huggins effect.
2) KSU will most likely give you the job anyways. If Leavitt accepts any HCIW tag who knows what condition this team could be in by then. Leavitt could coach his ass off, make us a top 25 defense and we could still suck. Provide yourself the opportunity to bail in case the whole thing blows up in your face. If, for some reason, you don't get the job just scoot on over to a comparable Illinois, or Maryland team and try your luck there. But for chrissakes don't tie yourself to a program that's barely afloat.
Unless Leavitt is incredibly EMAW ( or desperate) there's no way he would agree to it.
