Ukraine and Eastern Europe is a notorious black market for weapons. This is irrefutable fact and is backed by entities like Interpol, who have already said they are still finding weapons from the conflict in the Balkans on the black market even today.
The DOD has an entire acquisition wing that specializes in acquiring non U.S. standard weapons and sending them to various worst people in the world types around the globe. They source many of those weapons through Eastern Europe and I've documented on this blog their usage of 3rd party transport companies and entities like Bout himself to the end.
The GAO over the years has issued scathing audits of DOD acquisition, inventory and accounting. In the last 20 years the DOD has literally "lost" billions of dollars worth of hardware and even cash in places like Iraq.
There was a 4 to 5 month period last summer when the DOD didn't have the first rough ridin' clue where crap was going once it was in Ukraine, they admitted and the #neocons in Congress said in many words they didn't care.
