That distinction only matters if you’re saying that pool excludes the most qualified candidate. But you haven’t even said what makes a candidate qualified so all I have to go off so far is you think it’s someone who isn’t a black female.
We’re not talking about an employer soliciting applications for a mechanical engineer here. The pool is tens of thousands of people if not more. You have to narrow it somehow.
