If hospitals in place x are overrun with COVID cases then place x cannot also have herd immunity from COVID. I don't even know how that's a point that can be argued.
Even if you believe that Dallas County has 80% immunity, which is completely laughable, but even giving in to that figure, that place can't have something that is actual and effective herd immunity if none of the surrounding area isn't close to that.
It was a stupid thing to announce because it very well could have led to people not taking the situation as serious as it still is. And it's also very stupid for otherwise smart people to throw away all we know about the virus to think that the second largest county in the second largest state has an immunity rate twice that of the actual vaccination rate.
