The NIH is a funding agency. Their job is to identify unmet needs in health science and to direct taxpayer money toward basic and applied biomedical research projects that help address those needs. The NIAID, under the umbrella of the NIH, directs NIH monies toward projects that address Autoimmune and Infectious Diseases. Dr. Fauci's role is much like that of a hedge fund manager. He is in charge of curating what is (hopefully) a diverse portfolio of research projects working on that subset of diseases. Secondarily, the NIH is also a biomedical research institute. Researchers there run groups actively researching in their respective disease areas. I don't know this for a fact, but Dr. Fauci may also run a virology lab that trains other scientists.

That's it. There's nothing about pandemic preparedness that's part of his official role at the NIH. That's why Obama set up a task force in the first place.

So Fauci deals with known knowns? Who deals with unknown knowns I wonder?

Well, the first place you must start is understanding the redundancy on top of redundancy that exists inside the Federal Gov't.   Thus, when someone says this or that was shut down, they must be laughed at profusely, because nothing is ever really shut down inside the Federal Gov't.

One place in the redundancy chain is the Office of Counter Proliferation and Biodefense within the NSC.   Which still exists, was not involved in any RIF's and was simply streamlined within the operational structure.

Even the bureaucracy loving Obama Administration admitted in a 2015 directive that the NSC staff was too large and needed to be streamlined and reduced.   Note that reductions in Federal Gov't most often mean simply moved to another area, nobody really losses their job.

CCP-America as a collective just won't accept the fact that the Chinese lied, and by the time everyone else, yes, even those super super smart Europeans figured out what was going on, it was too late.   5 million people had left Wuhan without being tested.    Northern Italy, full of Chinese owned factories and businesses was already infected to the gills.

Trump is pretty dumb to think he can force the states to re-open.   Within our federal system, it is ultimately the responsibility of each state's governor to ensure the health and welfare of the citizens of their state.    The supreme court has backed up and reiterated that protecting the health and welfare of citizens is the most compelling state power.

Trump has it wrong now, and a large portion of Useful Idiot Nation had it wrong when it was demanding that Trump have a national lockdown . . . well, unless they wanted martial law, of course.

Is there an enumerated power in the constitution to regulate public health and all business in the country?  In addition, the states are granted police powers, are they not? 

The Feds at the Congressional level can control interstate commerce, but as I recall, outside of things like the DPA, the Congress/Executive branch cannot compel any business to do business or even be in business.

Technically Trump has the power to give Federal aid to states that open up for business.    That Federal aid could encompass all kinds of things.  The Federal Gov't would still have the power to tax all, though.   

Trump cannot use any state officials to enforce a Federal mandate . . . well, outside of declaring you know what.   Which of course many useful idiots wanted just a few short weeks ago.
