Why did they wait so long?
Omicron rampaging

This is bleak. Weren't there like 120k Americans hospitalized at some point last winter?
Currently 1200 Kansans hospitalized (last winter we were at 1577 on 12/20/2020)

Based on the NY Times numbers, the peak hospitalization for the entire US last winter was 135-140K in terms of a daily average. Over the past couple of weeks, the hospitalized number has leveled off around 70K and has basically been flat for a week.
In terms of Kansas, I'm guessing a smaller percentage of cases are Omicron compared to nationwide. Riley County reports that there hasn't been a single case of Omicron in the county yet. I would bet that as Omicron becomes more dominant in Kansas, the percentage of cases that require hospitalization will go down.
I'm optimistic that Omicron is going to be less severe, and with the number of prior infections and vaccinations, a much lower percentage of cases will require hospitalization this winter.
