don't know if it is confirmed that this is the rationale but a general stance against asset seizure without due process would make sense. i don't know what ridiculous reasons they gave, but i almost certainly disagree with them now and would have ten years ago as well.

If we’re going to continue with civil asset forfeiture as it exists today, it makes no sense not to use it here.By the same token, I’m like 99% sure that those opposing the Russian sanctions have zero intention of reforming current civil asset forfeiture laws.

I don’t know the details of what’s in it, but the amount is rather large, 40B is almost 25% of their 2020 GDP
