I'm just now putting two and two together. Trump thinks tariffs are taxes that Mexico pays to the US. Trump also says that Mexico will pay for the wall in one way or another. Therefore, Trump thinks that the tariffs can be used to make Mexico pay for the wall.

In my mind's eye the President of Mexico is standing there holding a Happy Gilmore-esque jumbo sized check that says PAY TO THE ORDER OF: UNITED STATES TREASURY for $5 Billion and he hands it over to Trump who takes the check and starts waving it around and pumping it over his head and there's confetti and lasers and stuff. Actually this is almost certainly how Trump thinks tariffs work.

People have deduced that Trump thinks the amount of a trade deficit is the amount of money one country is giving to another country. Like, he thinks that if we have a trade deficit, it's because a bad deal was negotiated on behalf of the US by inept politicians who don't have the skill of a master businessman like himself.

All these tariffs are also a little bit in a gray area legally under the guise of "national security". Personally I feel that is similar to the national emergency abuse he tried earlier with the wall.
