I've seen estimates of the mortality rate of measles as high as 3 in 1000 and estimates of the COVID mortality rate as low as 1 in 1000. The mortality rate ranges seem to be pretty similar.

My understanding is that measles' transmissibility (R0) is much higher than COVID which, for me, would make it more deadly.

Measles is incredibly contagious in unvaccinated populations.
