It's not really anything. Apparently it was pretty well known that he wasn't going to be retained in a second term, regardless. I remember in West Wing pretty much all the cabinet members drafted letters of resignation during the 1st to second term transition just in case. A courtesy thing or whatever.

After reading more on this, the alert-o-meter level has gone down. Looks like the dude is just leaving, still really odd timing considering what's going on.

If he did he won't attend. He literally trash talks everybody in his path including every living former President. There is a 100% chance he will not partake in transition day ceremonies. You think Trump would get in a limo with Biden as part of the transition ceremony? Hell no.
