because utep is in a crappy conference that will stay a crappy conference.  Baylor was in a good conference and could've ended up in C-USA

Just a hunch, but I think Cinci or Utep could probably do the same thing, except the difference is that their previous conference isn't trying to protect a huge decade long TV contract worth hundreds of millions of dollars. The amount of money they could claim that Pitt or Houston is worth would have to be much less, I would assume.
