Michigan disagrees. As has been mentioned, we've turned them down before.
One of the biggest reasons that people turn down ND is that ND demands the "return" game be at an NFL stadium. They'd force most Big 12 teams to play in KC or Dallas. If they played ISU, they'd force the game to be in Chicago. Due to budgetary concerns, a lot of schools, especially in this conference, would turn them down in a 4 conference home game season because they want the seventh home game.
ND is not the big draw they once were, sd. High majors aren't afraid to tell them, "No."

We'll see. Notre Dame has to have 8 home games every year for their NBC contract. With more and more conference schools locked into their own TV agreements, it makes things even more difficult.
The bottom line is that if you can get 5 ACC schools on your schedule every year, 2-3 service academies, Michigan State, USC, Stanford, and Purdue on your schedule every year, you're pretty much set. It looks like Texas wants them nearly every year. They're setting up some long term stuff with BYU. To maintain a competitive NBC contract, that's what they need.
I'm not saying they won't be able to maintain independence or anything like that, but they need the ACC for "filler" and access to bowls because not everyone is going to go with ND because of their inflexibility. That's why they've been playing schools like Tulsa and USF in past years.
