there's supposed to be some really dramatic data on how offering parenting classes (crap like read to your infant and talk to it like a human even though it's too young to talk yet or something) to people with really young children has super dramatic results on the children's future academic performance. also improved preschools or something had similar results.
i heard a podcast and then read something about this a few years back. didn't pay much attention because i don't care about educating children. but anyways, it is something quantifiable that is solutiony. you can probably google it.
