My thought is that the KU administration has been content with a dumpster fire for decades and has no idea what to do about it even if they really wanted to.  It's like the recent realignment stuff and potential breakup of the Bikg 12 roused them from their apathy just long enough to say, "Wow ... who knew football mattered?" and then make a halfhearted stab at it for PR purposes or something.
