De Soto is in the way. They annexed all of northwest JoCo about 25 years ago and the entire Sunflower plant in the last four years.

About 25 years ago, the was a frenzy of annexations as the cities didn't trust each other to honor agreement about how unincorporated areas would eventually be annexed. Lenexa, Shawnee, Olathe and De Soto annexated everything and their city limits touch everywhere. De Soto grabbed everythng from Kill Creek west to the DOuglas County line, and that includes a great deal of property east of old De Soto that will never be subdivided into anything but rural 10-acre lots because of underlying limestone makes sewers too expensive.
