If the businesses think it's positive, then who cares. It's not like it's a major traffic route, and they do it on weekends already.

You can still walk on the street, unless you think they are going to charge cover at 3pm on Thursday

When you give the ROW to the business association, they can easily do that w/o the city having any business saying no.This solves nothing. If you don't mind them blocking the streets on weekends (I'm not a fan of this) then why not continue with how the practice works now, they apply for festival license and it goes through city approvals.
