The idea of regulation is dumb. Charge them tax and call it a day. Is this all about the cost of a biz license or is it more than that?
Like most industries, if there is an issue with the drivers' insurance, I would assume the liability would roll up to Uber as the employer/contractor. I don't see the problem.

All my Uber/Lyft drivers have been either college students or former/current cab drivers.

I believe uber provides $1 million in liability coverage on the drivers. so uber would cover injuries/property damage caused by the accident but not the damage to the drivers car itself...and his insurance would also exclude it. so basically the driver gets mumped the hardest.
Unless he purchased the appropriate insurance. I have a feeling the city's issue is coverage for customers and the other vehicle that may be involved.
