I think it comes down to a very small majority might take some action against tyranny, the govt comes in and almost completely destroys them, the general public sees this and doesn't like it, the movement attracts more people, and before you know it the govt is engaging an increasing resistance where more moderate people at least don't agree with whats going on, and those people through votes or whatever keep the tyranny in check.  Anyway, I think that the govt knows that's the danger of confronting a group of people like this with legitimate gripes.  Not to be confused with folks who don't have legitimate gripes (like the Bundy folks).
