I honestly have no idea why companies give severance. They don't have to, do they?
If they are laying you off, why would they negotiate?Like, you are going to say "If you don't give me more severance I will tell all your company secrets to this other company over here." ?
I am no HRcat but maybe paying severance is cheaper than having ex-employees filling for unemployment

Of course there are other reasons. Terms of the severance is, at minimum, negotiable.
