everything in the private sector is negotiable, but that's a bad sign. You could say something like, "that seems low, but we can talk"*. If you really like the situation, you could maybe ask for more vacation or something.

*as long as you don't run into a situation like wacky did where you're taking entire vacation days for the interview

I've got my 4th interview with this company on Thursday. They want me to sit with the team again and then finish my interview with the HR Director. I think I'm getting close. Leaving for vacation delayed the process tho.

Knowing nothing about this company, if it's a small company there is a very real possibility that they can't afford someone more expensive and would disqualify a candidate who presents his requirements as greater than they can offer for the position.

If it's a big company, they're either trying to set the market rate (which you can/should exceed if they like you), or they view it as a pretty pud position (and can fill it at will with sufficiently qualified candidates).

the size of the company has nothing to do with whether or not they'll negotiate a new hire salary. 
how hard is the position to fill? how much do they want or need the prospective candidate?
these two things will dictate how willing they are to play ball, go cats.
