As with any person in HR, or ADJC in our case, it's their job to retain personnel at the absolute minimum while keeping them content. It's also their job to know what that number is, which includes just enough to scare away other suitors. If that number is what Frank's current pay is, then so be it, no need to pay him more. If KSU needs to bump it up to meet a new number, then so be it. I don't believe that number to be more than $2M by any stretch.
