So I first applied (and still have) the Chase United MileagePlus Explorer on June 10 2014. I've kept it because of the free checked bags and stuff. I was going to keep it again because I have several flights booked this next year with United where I need the checked bags. But, I think I might cancel now, and then after June 10 sign up for that targeted offer. Is that a risky move? Cancel and reapply like two weeks later?

24 months from card approval I believe, but this 5/24 thing is new and may be uncharted territory. Also, AFAIK you could get the same card within 24 months, just no signup bonus (assuming you meet the 5/24 criteria), but it would be dumb to do so.

I wonder if the application still dings your credit report for an inquiry even though you are locked out because of the 5/24.

probably not , I think a soft pull would give them enough info to check the 5/24. But YMMV

yes. but maybe roughly. if you need to know exact times, check flyertalk.
