Frank is not going to approve extending the 3/8 cent tax to the royals until a site is determined. Cf3 is probably worried this opens up the royals to leave jackson county. I know that Frank thinks the current arrangement is a net negative for Jackson county (fiscally speaking), because he's said as much.
Also, and not even sure this is as big of a deal to Frank as it is to me, but the last proposed site that was leaked as the royals' preferred site (kc star/ east crossroads) triggered me pretty hard. The East Village site is nothing but surface lots just sitting there waiting for a stadium. It's either there or gtfo of Jackson county. It's completely irresponsible to tear down historic buildings so we can help a billionaire build a stadium for a dying sport. Building it in Olathe for the steve daves of Johnson County makes more sense to me if they can't figure out how to Fing put it in east village
