I have been involved with several events that required secret service involvement. If there is one constant, it is this: the Secret Service dictates EVERYTHING.
And, on top of that, their arrogance knows no bounds and they have been - at least in my experiences - dismissive of any viewpoints other than their own.
This is 10000000 percent a failure of the secret service and the other agencies involved (PA State police, local police, etc.) are going to catch a lot of sgit for something that isn't their fault because the Secret Service treats these supporting agencies like they're children, which causes a deferential attitude and... well, ends up resulting in stuff like this.
The fact that the shooter was on a building 150 yards away is absolutely astounding. The last time I was involved in an event like this - which involved Biden - there were snipers on EVERY building within that range (and more so).
I absolutely loathe Trump, but this was an absolute failure on the part of the Secret Sevice and a whole bunch of people should lose their jobs.
