Does the chef think he has enough political and military clout to pull this off in a non combatant fashion?
Can't really return to the status quo at this point

I can't figure out how that is helpful to Russia, at all.
Best I could figure would be that this guy was set up to be a symbol of unrest throughout Russia’s ranks and that by this dude agreeing to stand down, it signals to other troops that their concerns have been addressed and they can go back to blissfully fighting for the motherland.
Alternative ruse explanation is hoping that Ukraine tried/tries to launch a major offensive to take advantage of the diversion and walks into an ambush.
That one would seem incredibly far fetched (and flat out dumb knowing the best intelligence in the world is on Ukraine’s side).
