As a many year telecom veteran I can give you at least some anecdotal situations.

(one example) Using Federal E-Rate money as the catalyst my company built a fiber optic network that covered 47 end point educational locations in the largest geographic county in NC in 4 months.  That in turn set up numerous copper distribution nodes that could then provide DSL service to thousands of homes in rural areas, residential high speed Internet became available 2 months after the turn up of the school system network .  From school system application for Federal Erate Funding to project completion - 8 months - to residential high speed Internet availability 10 month total.  Keeping mind this was in the infancy of residential high speed Internet availability across all geographies and demographics in the United States.

What you're avoiding, as expected, is the fact that Pedo Pete's minions are overlaying all kinds of unrelated bullshit on to the process, just like they did with the semiconductor process . . .to the point multiple major chip players were on the verge of telling them to go mump themselves..

Municipal broadband infrastructure as in local governments can't go into the telecom business . . .as it should be. Particularly when common carriers do things like: Collect E911 fees and have to spend millions maintaining the billing, collection and administration processes for those fees, pay tons of money for right of way access, are forced by some municipalities to provide conduit access for private municipal networks before licenses to operate or right-of-way access is granted on top of paying franchise fees etc. etc. etc.
