Even if it's just 1, they're not a citizen of this country.    I know the very Low IQ ProgFascists on here always think it's funny.   But people like LBJ ascended into power via voter fraud in rural Texas, just a handful of votes.    A few votes in lower level elections have launched Presidencies.   Drivers licenses, automatic voter registration.    You don't need Stacy Abrams vote mining operations once that hits peak efficiency.

I remember the SF thing as we discussed it in my due process/equal protection class. In my opinion, decisions like this should be left up to the communities themselves, as they are the ones who will be impacted one way or the other. And contrary to Dax's statement re: LBJ, noncitizens in San Francisco and Winoooooski, Vermont still can't vote in federal elections.
