There's the minimization standard . . . but that doesn't change the fact that intelligence agencies can spy on pretty much whoever they want and we know Obama officials requested to unmask a whole bunch of people around Trump. The question is, were there truly good reasons to do so . . . . welp, we know now there was no real there-there, this was an attack on opposition politicians and political enemies.
