Not to be dense, but what is it? That other countries defined “fully vaccinated” as including a booster a long time ago and most places here still haven’t?
all the agencies and government poo poo'd boosters and even said people shouldn't get them unless they fell into certain categories out the gates. big fuckup. this is my guess as to what sys is implying.
I figured something like that, but it only makes sense if other developed countries approved boosters much sooner. I tried looking that up but couldn’t find the info super easily (although I did see Spain only recently approved boosters for 18+).
Anecdotally, my work has taken a pretty firm vaccine stance (if not fully vaccinated you are not welcome in the office or at work events out of the office), but they still define “fully vaccinated” as two shots and only strongly recommend boosters.
