I read that as, a social distancing plan for a school will determine when it can reopen. Regional hospital surge capacity will determine when a region can reopen and how. Contract tracing ability and availability of therapudics will impact everything, etc.
Yeah. So now for example, are school districts to be working right now on retrofitting the school buildings to accommodate? Should available buildings be getting transformed into temporary hospitals? Would those be state-operated? Are there representatives of different interests negotiating out a plan to implement contact tracing with privacy rights retained, etc.?
All the generic statements without accompanying plans and explanations annoy me.
