What does unverified mean in your mind and how can a piece of paper that is being sent to an intended recipient be unverified?
There is no proof of ID associated with these ballots.
Ok, so this ballot is mailed to someone who has requested one by using their address. The ballot arrives in the mail and then what happens next that leads to voter fraud?
If the ballots are not set aside for additional ID checks and verification as required by PA law, it is conceivable that those votes could be counted. The PA SOS office is a crap show and constantly contradicts itself and gives contradictory guidance to voting officials. The potential impact of mishandling unverified ballots could work for or against any candidate, this isn't a Dem/Repub thing.
To request a mail in you must provide a driver's license, ID or signature and SS#.
What does "set aside for additional ID checks" mean?
There was a period where PA was allowing voter registration without ID. Apparently there is not a properly vetted ID associated with these nearly 250K ballots.
Set aside means that if one of these non ID vetted ballots is sent in, then they are to be set aside and not counted until the ID is confirmed.
