Based on the context the enforcing of that rule would be awful though. If the penalty comes on a fourth down and the result would be a change of possession, then the game should be extended for one play. You shouldn't be able to end the game on offense with a penalty.

Yes, it was a very odd situation and I wondered about that too.

Not saying that the extra down should've been allowed, but the original intent of that rule must have meant if you actually lose a down right? Otherwise that is a really weird gift to the team making the penalty.
