malibu is no where close to being a college town
I am proud to be omitted from any list that has College Station ahead of Austin, and Springfield ahead of, well, anywhere.

It seems like they're meaning "college town" in the sense that a lot of the community's identity comes from the fact that a particular college is located there. This would automatically exclude larger cities with identities that would overshadow any particular colleges in them.
