It seems like they're meaning "college town" in the sense that a lot of the community's identity comes from the fact that a particular college is located there. This would automatically exclude larger cities with identities that would overshadow any particular colleges in them.

Lawton, OK
Rexburg, ID
Metarie, LA
Bellingham, WA
Rochester, MN
None of these towns have an identity with a university at all. In the case of Rexburg, the school was a community commerce until 2001. The dude said he only used census data and BLS statistics.
