What's the deal with a sheriff's office (at least JoCo's)? Do they only have rural jurisdiction or something?

no, their jurisdiction is the entire county. but given that the incorporated areas have their own police forces, they spend a lot of time in rural areas.

The other night we went to bed without closing a garage door. Lenexa police drove by at like 3AM, knocked and called but we were asleep, closed it for me and left a VM letting me know. How awesome is that?

this has happened to my parents (KCMO residents) a few times over the years. my dad really gets an earful from my mom about it!
