Hadn't seen this discussed.   

Looks like we were able to borrow money at only 3% to finance these tax breaks!!!!

This reminds me how happy I am to live in Kansas where the roads aren't completely falling apart like in Missouri.

T-Works plan called for doing an average of 1,200 mi. of preservation work each year but the state transportation department is doing 200 miles for the next two years.

We should just stop maintaining so many rural roads.  Less gravel added, less grading, less ditch repair.  I mean, that would equate to a crap load of money in a state where such roads are so prevalent.  Also, snow removal.  Want to live on such a road, get a good 4-wheel drive.

However due to the removal of so much rail these roads are now necessary for getting grains to market.

I think you are probably overestimating the amount of money the state spends maintaining gravel roads.

Maybe.  I haven't(and don't plan to) look it up.

I did work and live on one for quite some time.  We got new gravel applied twice a year and graded quarterly or so.  Also, the county(I know it's not the state) would grade your driveway once a year for free if it was gravel and you scheduled it.

Also, Snow removal happened as much there as in town, even though there was something like 10 houses over a half mile or so.

I am being facetious, mostly. 

However, it isn't going to get better unless something changes again.  Another $36M rev shortfall for December...

Kansas has the 4th most lane-miles in the United States, and the second most lane-miles per capita. That doesn't seem very efficient. I'd be good with cutting back and prioritizing maintenance.

Or what if we spend $200 less per student on education. That's about $100 million per year, right?

Let's go ahead and not increase taxes, because that's actually something that impacts me and most other Kansans.
